Closest match to your question:

Should I submit two applications?

Do not submit two applications. If you are concerned about gaining entry into your first-choice program, then you should include a second choice of program on your initial application (ranked preferentially). All applicants are encouraged to submit two program choices on their application.

The university will attempt to grant admission to your first-choice program and will only assess your second choice if you are ineligible to your first choice. Students who are provided an offer to their second-choice, but have not been refused from their first-choice will continue to be assessed for their first-choice when updated transcripts are received, and until such time that they are admitted or refused to the first-choice.
